The leaders of the group and everyone in the whole fraternity should get more punished because they are the ones that would make the joke or prank or whatever caused the crime. "There was recently some kind of killing accident and some people were killed in it. It was from the cause of this fraternity and only the leaders got in trouble even though they probably didn't do the crime, they just planned it.
